Vice President JD Vance set it straight when mainstream media claimed $300 billions for Iran’s reconstruction would come from America’s taxpayers:

Vance corrected the news propaganda fast. Not one dollar comes from the American taxpayer or the U.S. Treasury.

The only money on the table is a conditional offer from the Gulf nations — the Arab states of the Persian Gulf — and it is strictly conditional: Iran gets access only if it ends its nuclear program, surrenders its enriched material stockpile, and submits to an inspections regime rigorous enough to give the American people confidence the mullahs will never build a bomb.
