Harris County (Houston) Commissioners Lose in Second Attempt to Redistribute Taxpayer Funds With Illegal Scheme

Texas Attorney General Ken Paxton has officially defeated another unlawful attempt by the Harris County (Houston) Commissioners Court. They tried to illegally redistribute taxpayer funds through a “guaranteed income” program. This program violated state law.

Harris County previously voted to reallocate the program funds in June and has now told the court that their illegal programs will be ended.

“This unlawful free handout scheme pushed by champagne socialists like Lina Hidalgo has now been completely defeated,” said Attorney General Paxton. “After being stopped in court twice, Harris County has officially ended its far-left ‘guaranteed income’ program. I will always fight to enforce the law and prevent the illegal use of taxpayer funds.”

In April 2024, Attorney General Paxton sued Harris County. He aimed to stop its original “guaranteed income” program. This program unlawfully distributed public money with “no strings attached.”

Even after the Texas Supreme Court ordered the County to pause the program and not distribute any funds while litigation continued, the Commissioners Court attempted to restart the program.

They enacted a substantially similar program—with significantly increased administrative costs. This was also unlawful.

Paxton sued again and obtained another stay blocking the illegal program.

The Texas Constitution explicitly forbids “any county, city, town or other political corporation. No subdivision of the State may grant public money or thing of value. Such grants shall not aid or provide to any individual.”

On August 7, 2023, Hidalgo announced she had been diagnosed with clinical depression. She is known as a woke judge who looked up to the propaganda of Anthony Fauci. She would be taking a temporary leave to receive treatment.

“It is important for me personally and professionally to confront this issue swiftly, so I will be taking a temporary leave from the office while I am receiving treatment,” Hidalgo said.

Hidalgo’s leave of absence was the second one she had taken in 2023 when she traveled to her native Colombia in January to visit an ailing relative.  

In 2022, Texas Rangers investigated and indicted three of her staff members over allegations they unfairly awarded an $11 million COVID-19 vaccine campaign contract to a Democratic strategist known as Elevate Strategies.

In March 2022, ABC13 news reported: Even though the judge responded to reporters’ questions for about 18 minutes, Hidalgo offered little to no details about her or her staff members’ discussions with Elevate Strategies founder, Felicity Pereyra, prior to her being awarded the contract in June 2021.

Investigators said text messages and emails between senior staffers show they communicated with Pereyra in January 2021. They allowed Pereyra to review and revise the project’s scope of work. This happened nearly a month before a bid for proposals was publicly available to all on Feb. 19, 2021.

Even though the contract was canceled in September 2021, Elevate was still paid $1.4 million.

The county said Elevate could keep about $200,000 that it incurred through “legitimate expenses to which they would be entitled to by law.”

  1. So, in effect, Elevate got $200,000 for being a Democrat (the company consisted of a single woman) and for being creative enough to come up with some good envoices. Maybe she has a gas guzzling Caddy or a Prius that needs to be fixed every month.

    • Dear New Hampshire,Harris County (since the 2018 election where the Hispanic population got excited about the candidacy of the Mayonaise Hispanic [Beto O’Rourke]) has been saddled with Democrats. It got worse after 2020 when Lina Hidalgo gerrymandered the districts in the county to eliminate one of the two Republican seats on the Harris County Commisioners Court. Now we have a 3-to-1 Democrat majority in the county. If it were not for the state legislature stepping in to reign in these jennies, we would be in socialist heaven (aka a third world hellhole).

      • Considering the lack of attention that the press gave to Lina and her gerrymandering, it really sets me off every time <i>I’m-witless-news</i> reports on the current redistricting hearings going on at the state level in Austin.

  2. Evidently, Houston’s taxpayers have been kept in the dark or they’ve been misled. Maybe they trust their local government because it’s their party of choice. Well-informed taxpayers would be foaming at the mouth.
