New American Cybersecurity Expert Now Leads Against Chinese Massive Spy Threats

In late September, 2025, the United States Cybersecurity and Infrastructure Security Agency (CISA) announced the appointment of Stephen L. Casapulla as the Executive Assistant Director for Infrastructure Security.

His expertise comes as the CISA has found massive spy threats from China. These threats are growing. They especially concern cell phone towers and cellular networks. There are also system control threats.

Some media outlets have reported specifically on data breaches in New York City. However, dangers expand across a massive nationwide network. This network is run by the Chinese Communist government. It poses an immediate threat to critical American infrastructure. It has led to terrorist acts, including hoax SWAT raids at the homes of national leaders.

Sources in the Department of Homeland Security and the U.S. intelligence community show these SIM card networks were operating in the United States as early as 2004. They have proliferated exponentially since President Donald Trump was re-elected to the presidency in November 2024

Acting CISA Director Madhu Gottumukkala noted that “with his extensive experience in critical infrastructure security and working with stakeholders, (Casapulla) is perfectly poised to lead our efforts in securing the nation’s critical infrastructure. I look forward to working with him on this important mission.”

Sources also confirm this illegal activity is linked to multiple China-based entities, including at least Sichuan Juxinhe Network Technology Co. Ltd., Beijing Huanyu Tianqiong Information Technology Co., Ltd., and Sichuan Zhixin Ruijie Network Technology Co., Ltd.

These companies provide cyber-related products and services to China’s intelligence services. This includes multiple units in the People’s Liberation Army and Ministry of State Security.

The data stolen through this activity targets foreign telecommunications and Internet service providers (ISPs). Intrusions also occur in the lodging and transportation sectors.

This data ultimately provides Chinese intelligence services with the capability to identify and track their targets’ communications. They can also monitor movements around the world.

Among the worldwide agencies investigating this malicious activity and applying mitigations to reduce the threat of Chinese state-sponsored and other malicious cyber activity are:

  • Inlichtingen- en Veiligheidsdienst
  • Netherlands General Intelligence and Security Service (AIVD) – Algemene Inlichtingen- en Veiligheidsdienst
  • Polish Military Counterintelligence Service (SKW) – Służba Kontrwywiadu Wojskowego
  • Polish Foreign Intelligence Agency (AW) – Agencja Wywiadu
  • Spain National Intelligence Centre (CNI) – Centro Nacional de Inteligencia

Mitigation or eviction measures are a particular challenge. They are subject to change as new information becomes available. Ongoing coordinated operations also dictate changes.

Casapulla’s Background

Casapulla is a longtime federal official with 13 years of experience in leadership roles across CISA and its predecessor, the Department of Homeland Security’s National Protection and Programs Directorate.

Before CISA, he served as the director for critical infrastructure cybersecurity in the Office of the National Cyber Director. He also worked at the Small Business Administration and the Department of State earlier in his career.

A U.S. Navy Reserve officer with over 20 years of service, Casapulla has completed multiple overseas deployments.

He holds a bachelor’s degree in logistics and intermodal transportation from the U.S. Merchant Marine Academy, a master’s in liberal studies from Georgetown University and a master’s degree in national security and strategic studies from the U.S. Naval War College

  1. You are describing a full-scale war in the atmosphere, the frequencies and “powers of the air.” Sometimes people refer to “keyboard warriors” with disdain, but the power of words and language is immeasurable. The Word only can prevail in this one.
