Another Houston Area ‘Guaranteed Income’ Scheme Stopped by Texas AG Paxton

 

Far-Left Harris County Commisioner’s Court Continues With Legacy of Corruption

Last week, Attorney General Ken Paxton secured a stay preventing Harris County from restarting its unlawful “guaranteed income” program after the County made an attempt to sidestep a court order halting a similar program.

In April 2024, Attorney General Paxton sued Harris County to stop its original “guaranteed income” program that unlawfully distributed public money with “no strings attached.”

Announced by liberal Harris County Judge Lina Hidalgo in 2023, the first program would randomly select 1,928 eligible Harris County residents by lottery to receive $500 cash payments for 18 months with “no strings attached.”

The money itself comes from the $20.5 million the county received through the 2021 American Rescue Plan Act which was specifically intended to be used for COVID-19 relief initiatives.

The Texas Supreme Court ordered the County to pause the program and not distribute any funds while litigation continued.

However, the Harris County Commissioners Court attempted to restart the program by enacting a virtually identical one—with significantly increased administrative costs—in blatant violation of the Supreme Court’s order.

Paxton sued and has now obtained another stay blocking Harris County from implementing any aspect of the program.

The Texas Constitution explicitly forbids “any county, city, town or other political corporation or subdivision of the State … to grant public money or thing of value in aid of, or to any individual.”

When ruling on the original program, the Texas Supreme Court noted that “the State has raised serious doubts about the constitutionality of the Uplift Harris program, and this potential violation of the Texas Constitution could not be remedied or undone if payments were to commence while the underlying appeal proceeds.” 

“Harris County is not above the law and cannot ignore the Texas Constitution,” said Paxton. “They made a blatant attempt to end-run a Texas Supreme Court ruling by duplicating their unlawful handout program, and we have successfully blocked them yet again.”  

In April 2022, after Texas Rangers armed with search warrants discovered damning information,  three staff members of Hidalgo were indicted by district attorney prosecutors. 

They found during the investigation into an $11 million ‘vaccine outreach contract’, that the project was awarded to one of the judge’s political cronies.

 It was soon discovered that Democrat operative Felicity Pereyra, owner of Elevate Strategies, donated to the campaign of Judge Natalia Cornelio, the Democrat judge presiding over the court which received the indictments.

Cornelio previously worked for Democrat Commissioner Rodney Ellis and received campaign donations from both Ellis and Democrat Commissioner Adrian Garcia.

    I’m starting to become hardened to the public giveaways and entitlements.

    to what end are we headed? What is the goal?

  2. Interesting! All over the country, and certainly in my tiny area, there was so much waste of Covid relief funds. Many people in government simply treated it like their personal account in which to fund all their pet projects and political aspirations. They were much like kids in a candy store.

    LOL! If anyone needs to know why socialism and communism don’t work, I invite people to take a look at how governments spent the Covid relief money. While you are broke, locked down in your home, and unable to go to work, the gov will literally invest in public art projects, fund transgender pole dancing, and supply homeless drug addicts with clean needless and cash for their next hit.
