Several reasons:
–FBI figures didn’t coincide with actual #s from too many locations.
–They needed to give media lead in reporting talking points in favor of Deep State, Dems, etc. Ask forgiveness later.
–Standard practice: lie, manipulate, Sal Alinsky 101.
